Who has a right to use what content? Big media organizations have small flocks of lawyers negotiate the rights to anything they want. But that's not so for the blogger or even for the small media businesses. I'm no lawyer, but here's some information on that:
Creative Commons License: If something has a Commons License the owner is offering the content for use under certain circumstances. If you meet those conditions you can use it.
